Need help identifying rim or cap on 2020 Ioniq Hybrid Blue

A friend’s 2020 Hyundai Ioniq Hybrid Blue has an issue where part of the wheel seems to have snapped off. It’s a piece that covers part of the rim, but we’re not sure if it’s an actual part of the rim or just a decorative cap or plate. It looks like it might have been clipped or snapped into place but we can’t confirm.

If anyone knows what this could be and if it’s replaceable separately we’d really appreciate the help. Also, any advice on where to find a replacement would be amazing. Like an online shop or a retailer.
